Delivering Legislative Wins for Pennsylvania Motorcyclists
Successfully advanced and passed two long-standing priorities, including the Lemon Law for Motorcycles and year-round inspection access.
The Alliance of Bikers Aimed Toward Education (ABATE of PA) hired APA to help them get Senate Bill 155, Lemon Law for Motorcycles, passed. This has been a priority for the group since 1996 when it was first introduced in the Pennsylvania Legislature a year after the automobile Lemon Law took effect. Through our efforts focused on finally getting this bill to the desk of the governor, SB 155 was signed into law as Act 151 on November 18, 2024. We helped to secure another victory for ABATE with the passing of House Bill 2177, which allows motorcycles to be safety inspected all year round.

Coalition Victory
Stopping Landmark Lead Paint Legislation in New Jersey
Built and led a cross-sector coalition to defeat a high-profile bill backed by top state leaders.
When landmark legislation proposing public nuisance suits for lead paint was introduced by New Jersey’s Senate Majority Leader, with support from the Governor, Attorney General, and environmental advocates, APA acted quickly on behalf of its client.
APA built and coordinated a coalition of affected businesses and trade associations, including the Chemistry Council of New Jersey, New Jersey Chamber of Commerce, New Jersey Business & Industry Association, and the New Jersey Civil Justice Institute. Leveraging longstanding relationships across both sides of the aisle, APA successfully advocated against the bill’s advancement.
The result: multiple failed attempts to advance the bill out of committee, and APA ensured the necessary votes to bring the bill to the floor in either chamber never materialized over several legislative sessions.

Guiding a New Power Generator Through New Jersey’s Regulatory Landscape
Delivered comprehensive government and regulatory affairs support to a new energy client navigating the NJ market.
APA was engaged by a company that acquired a portfolio of natural gas generation facilities across New Jersey. With a need to build its reputation quickly and engage with state regulators and policymakers, the company turned to APA for strategic guidance.
APA provided hands-on support across the energy and environmental policy landscape, including direct engagement with legislators, NJDEP and BPU officials, local governments, and PJM Interconnection. APA also advised on key issues such as RGGI participation, pending legislation, and environmental rulemaking affecting the client’s operations.
Through coalition-building with power sector associations, business organizations, and regional partners, APA positioned the client as a responsible and engaged corporate stakeholder, while helping influence state energy and environmental policy in alignment with the client’s business goals.
